Safety floor: Non-Negotiable Safety is the boundary condition beneath which no system, institution, or authority may act.
Its role is not to govern action, but to make assumptions visible, encourage reflection, and support learning across boundaries.

Safety Foundation provides a reflective space for:
- Considering safety across design, practice, failure, and lived experience
- Exploring patterns, questions, and tensions that cut across disciplines
- Supporting dialogue between research, practice, and society

The emphasis is on orientation and reflection, not direction or control.

To avoid confusion, Safety Foundation explicitly:
- Does not certify, accredit, or endorse
- Does not regulate or define compliance
- Does not replace existing authorities, standards, or institutions
- Does not issue judgments, rankings, or approvals
